Imports from the Persian Gulf have come down from a peak of 3 mb/d in 2003 to around 2 mb/d now (dependency 20%) but compared to total imports and over a period of 20 years not much has changed.
Between 2006 and 2009 oil prices brought down imports by around 4 mb/d, much more than any disengagement strategy from the ME could achieve
US shale oil from 2010 onwards does not seem to have reduced imports from the Gulf
